I would think a lot of it is based on his fame. I don't think Fortescue would give just any likable child staying in Diagon Alley free ice cream every half an hour. Perhaps he would. Maybe he's just really a nice guy. But I'll bet he was more inclined to give Harry a second glance because of that scar. Hagrid likes him because he's likable and has been part of his life since he was a baby. Dobby liked him initially because he defeated Voldemort, but I think grew to like him even more because of how Harry treated him. And the Colin brothers I'm sure like him because he's famous. Do you see them stalking anyone else and asking for their autograph?<br /><br />So yeah, he's likable. He's endearing.
